The U.K. Crown Copyright
Thanks to the Patry Copyright Blog for reminding us that
Those in the U.S. take for granted that works of the U.S. Government are in the public domain, a principle expressed in Section 105 of the Copyright Act. Not so in other common law countries, where crown copyright -- assertion by the government of copyright in works produced by government employees or officials, including Parliament -- is the rule.
