Of course Japan wants harmonization. A request for examination is not required until 3 years from filing in Japan. If the US examination counts (and is carried out faster, as incented to be under US law), then the Japan Patent Office won't have to examine up to 65000 cases on its backlog each year. Not to mention not having to examine the US-originated cases, which will certainly be examined before JPO gets to them.

We are stupid if we harmonize for this reason.
