GovExec.com's "Bill Status Tracker" is reporting that H.R. 4818 was signed by the President on December 7, 2004. If correct, then the new patent fees started yesterday. However, as of 12:28 p.m. today, there is no confirmation on the USPTO's "H.R. 4818 Updates" website or the Library of Congress's THOMAS website.
