USCO Issues Record Keeping Regulation for Digital Transmissions
The Copyright Office of the Library of Congress has issued a final regulation specifying notice and recordkeeping requirements governing the reporting of certain uses of sound recordings performed by means of digital audio transmissions pursuant to statutory license for the period October 28, 1998, through March 31, 2004. The regulation becomes effective on November 1, 2004 and accepts the suggestion of several commenters. It allows data already provided by preexisting subscription services to be used as a proxy for records of use through March 31, 2004 for nonsubscription services, satellite digital radio audio services, business establishment services or new subscription services
